Speical characteristics: It's smaller than most pikachu, but for what it lacks in size it seems to makme up for with intelligence. It also has a small indent at the end of it's tail that further distinguishes it from other Pikachu. But most notably... it can surf. Therefore it is normally seen with a small surfboard strapped to it's back.

About it's surifng:

How or when it learned to surf is unknown. But Jovan witnessed her Pikachu on a flat piece of bark one day, riding the wave her Gyarados, Suigetsu, had produced while she rode it in the water.
Some may argue that it learned to surf in order to be able to spend time with Jovan even while she's out in the water with her water or otherwise aquatic pokemon.

How They Met...

She is very close with her Pikachu, and had never given it a nickname (unlike the majority of her pokemon). The met at the edge of Viridian forest one day when Jovan was camping out one night. The little pokemon was curious as well as hungry, so it came by for a closer look. It was able to peek into the tent before Jovan realized it was there. Jovan was surprised at first, but then became very excited. She ended up startling the pokemon and it ran away back into the forest. For the next three days Jovan stayed camped out in the same spot, waiting for the pikachu to return. But it never did. On the fourth morning Jovan packed up and left. She may not have known it, but the Pikachu had been watching her through the last three days. And it hesitantly followed her to the edge of town without being noticed by her. Jovan dropped her stuph off at home, and then ran to the Pokemart and asked for some pokefood. Sally was unsure of what Jovan's intentions were at first, but eventually allowed her to buy some generic food and wished her luck. The Pikachu had waited at the edge of town. When it saw Jovan returning it darted back to the safety of the forest. Jovan made it back to the spot she'd been camping at, and laid out the food. She took cover behind some nearby trees and kept an eye on the food. She waited a few hours with no progress. Until a Rattata came along and started sniffing the small pile of Pokefood.
Just as it was about to eat, Pikachu burst from a nearby bush and challenged the Rattata. The Pikachu was slightly roughed up looking. And seemed smaller than any Pikachu Jovan had ever seen. It also had a small indent at the end of it's tail. The rattata was about to take on the challenge, but the display of warning shocks around it, and the way the Pikachu growled seemed to change it's mind.
Jovan burst from behind the bush and called out to Pikachu. It was startled again, but it picked up a nugget of the Pokefood into it's mouth before making another dash back to the forest. Before it dissapeared it glanced back at Jovan.
A couple days later Jovan had sprinkled some medicine on the food before leaving it for the pikachu (her father had shown her some herbal medicine he'd bought recently). She stayed behind and waited for it to come. When it did the Pikachu was just about to bite into a nugget, but then stook up on it's hind feet and looked questioningly down at the food, twitching it's ears and sniffing the air. It could smell the medicine it seemed.
Eventually it licked the food. It shook it's head and squealed. It didn't seem to like the taste. It was running off, and Jovan was so dissapointed, but then it turned back, slowly walked back to it on all fours, and slowly began munching on the food. When it had it's fill it ran back into the forest.
For a year Jovan kept visiting the same spot, and leaving food for Pikachu (without the medicine this time). She didn't try to apporach it anymore, but did occasionally hide and wait for the pikachu to come and eat or take away the food.
After about a year, when she was coming to leave the food for the pokemon, she happened to notice it standing on it's hind legs at the ege of the forest, seeming to wait for her. It had one ear down, the other twitching from side to side.
Jovan got excited and started to run towards it, and the Pikachu promptly ran up a tree and sat on a branch, still in view, but certainly out of reach. Jovan sighed and sadly set the food down and slumped away.
About six months later the Pikachu finally let Jovan approach her. She was about to touch the pokemon, but it started sending out sparks from it's cheeks and growling at her, so she backed away, and just watched it eat from a distance.
It took time, but eventually she was able to pet, play with, and pack the Pikachu. It even followed her home a few times.
So by the time she was 10 years old, she'd already had a pokemon partner. After she got her pokeballs from Professor Oak (and run away from the lab), she kelt down and asked her Pikachu if she'd be willing to travel in the Pokeball. It's ears went down and it had a sad expression for a bit. So Jovan just smiled and began to pet it's head. But it agreed after recieving some more loving attention.
